Davenport Police said that a 40-year-old James Lloyd Wolkow has been arrested with the charge of illegally giving a tattoo to a 14-year-old girl.
James Lloyd Wolkow, of 2134 E. Locust St., is charged with one count of unlawful tattoo of a minor. The charge is a serious misdemeanour that carries a jail sentence of up to one year.
The Quad City Times reports that officers went to the Ledo Apartments on Feb. 5,, 405 W. 4th St., to locate a 14-year-old female whose mother had listed her as a runaway.
As police were arriving, a group of people was leaving the building, including the 14-year-old and her mother.
“The girl’s mother pointed to a man, identified as Wolkow, who had been “hanging out” with her daughter. The 14-year-old told police that Wolkow had been giving her a tattoo and it was on her right forearm.”
According to the report filed by officers, during a search of Wolkow’s backpack police found a homemade tattoo gun, made from a Conair electric razor with the shear removed from the top and connected to a needle that was threaded through a Paper Mate ink pen and held together with tape.
Also in the backpack was tattoo ink, paper with tattoo sketches, a ruler, rubber medical gloves, and some sanitizer.
“According to Rock Island County electronic court a record, Wolkow’s criminal history includes being sentenced to 12 years in the Illinois Department of Corrections, or DOC, in 2003 after pleading guilty to a charge of robbery. In 1999, he was sentenced to three years in the Illinois DOC for being a felon in possession of a firearm.”
“Wolkow was being held Sunday in the Scott County Jail on $1,000 bond. He has been in jail since his arrest”
